A report by the Chief Financial Officer updated the Board on the current Revenue Budget reporting position as at 31 December 2018 and provided an updated forecast position for the financial year.
Lengthy discussion took place on the forecast position provided. A request was made that future reports include more detail around the recovery plan. The Chief Financial Officer agreed to include this information in future reports.
Mr Passmore advised he had been on the Board as a substitute last year and wished to acknowledge the work of the Chief Financial Officer undertaken to get to the current position.
Mrs Webb was of the opinion that redesign was not happening at the pace required, given the increasing demand on services. She was of the opinion that future reporting should show progress on this.
Ms Brown stated Third Sector organisations were working alongside the Board to create a culture of change, and the Chair echoed this.
Thereafter the Board agreed to:
- note the financial position of the Board as at 31 December 2018 is showing an overspend of £2,758,138;
- note the provisional forecast position for 2018/19 of an overspend of £3,138,189 on core services;
- note the progress on savings previously approved;
- note the revisions to staffing arrangements dealt with under delegated powers and in accordance with financial regulations for the period 1 October to 31 December 2018 as shown in appendix 3 of the report; and
- the inclusion of more detailed figures in future reports in relation to the progress of the recovery plan.
